The only reason I would add this third dimension is if I could not adequately manage the risk as a component of the other two dimensions - technical and business.&lt;br&gt;&lt;br&gt;I would have a placeholder in every project charter for the technical risk associated with the lack of user adoption. I would have the same placeholder in every project charter for the business risk.
